if   i get income from another source to pay respite and daycare do i file it as my household expense

I need to know the source of the "income" and the reason you qualify to receive it to make a determination. Generally, if the income is non-taxable, then you may not use the expenses the non-taxable income paid for as a basis for a deduction or credit.

I am not sure as to what your question is. What do you mean "file it as my household expense"? Is your niece your dependent? Are you referring to whether your respite and daycare qualifies for a tax deduction or credit?
