This is hard to say if it is a scam at this point.

The problem is, that most newly forming governments tend to create new currencies, making old currency worthless. In these situations, someone could know of this, and unload millions of dollars in Iraq dinar for valuable U.S. dollars to convert to the new currency later on. However, at this point in time, it would be hard to say if that were the case.

At the very least, this would be a very risky deal, since you have no way of knowing if the Dinar would increase in value relative to interest rates of the country to the rest of the world.

Iraq is very unstable, and anything can happen, and happen quickly. This means you stand to loose all of your investment, even if the current offering you might be exposed to is legit.

Without a government formed and in place and operating, any offers for purchasing Iraqi Dinar, should be viewed with caution.
