I had a contractor install mulch in my gardens for $150.00 total. Can I issue him a Form St-8 certifying that it was a Capital Improvement?

Mulch is an annual or biannual event and is not a capital improvement but is considered normal maintenance of your garden. Planting rose bushes in the garden would be a capital improvement.
